Publishing Ethics
Introduction
Publication in a peer-reviewed scientific journal is an important component of researchers’ communication that facilitates the development of the authoritative knowledge network. A scientific article is evidence of the quality and effectiveness of the authors' work, and thus, of the supporting institution.
The present journal aims to support different research directions and methods in earth sciences, as well as to keep the ethical conduct rules for all the parties involved, i.e. authors, editors, reviewers, publishers, and scientific community representatives.
The editorial policy of the journal is based on the in-house publishing expertise as well as on the editorial policies existing in the scientific world community. The given document presents the general rules of publishing the journal. The standards concerning the contents, structure, and volume of submitted manuscripts, as well as other rules, are presented in the “Guide for Authors”.
The editorial policy terms stated below have been developed based on the guidelines of the Elsevier international publishing house that, in the Editor’s opinion, most fully reflect the policy concerning the ethical norms addressed to the publishers, editors, reviewers, and authors.
Responsibilities of the publisher
The responsibility of Irkutsk National Research Technical University as the Publisher is to support the efforts of the Editorial Board and reviewers in maintaining the integrity of the publicized scientific achievements. The Publisher ensures the Editorial Board’s activity by providing strict compliance with the Code terms and ethical standards.
The Publisher follows the standards accepted in Russia and worldwide, and works in contact with oversight bodies as well as with other publishers and sectoral associations to establish best ethical rules.
The Publisher provides special-purpose legal assistance as appropriate and supports the professional development of the Editorial Board members and their communication with other journals.
Responsibilities of the editor
The role of the Editorial Board is many-sided at all stages of the article advance process, from admission to publication. Editor-in-Chief who bears personal responsibility for every article published in the journal directs the Editorial Board. The decisions made by Editor-in-Chief are based on authority expert reviews confirming the scientific value of submitted materials.
Editor-in-Chief monitors and is personally responsible for such issues as plagiarism, copyright infringement and fabrication of data. Where such facts are disclosed, Editor-in-Chief is entitled to terminate further interaction with the author(s) and reject all further manuscripts by the author(s).
Editor-in-Chief directs the work of the Editorial Board members, selects competent reviewers, and ensures objective and timely evaluation of the submitted manuscripts. If necessary, e.g. in case of non-objective evaluation or biased opinion, conflict of interest, etc., Editor-in-Chief addresses other experts in the relevant research area for re-evaluation.
Editor-in-Chief’s responsibility is to reveal bias and potential conflicts, as well to prevent the reviewer’s proposals to the author concerning citing the papers by the reviewer in the published article. Editor-in-Chief ensures that the reviewer’s opinion is objective and that his/her comments are scientifically grounded, thus enabling the author to improve the original text in correspondence with the state-of-the-art knowledge in the relevant research area.
The intellectual contents of manuscripts are evaluated regardless of the race, gender, sexual orientation, religious beliefs, ethnic background, citizenship or political philosophy of the authors.
The Editorial Board use an e-system of document circulation including all incoming messages, to ensure a transparent process of decision-making, article advance, and appeal of decisions as appropriate.
Following the fundamental ethical standards, the Editor should not influence the journal rating by artificially increasing the metrics, nor oblige the author(s) to include references to the present or any other journal in the published article(s). The Editor protects the confidentiality of the submitted materials and that of the correspondence with the reviewers unless otherwise agreed upon with the author(s) and reviewer(s). The Editor protects reviewers’ identity by ensuring the confidentiality of their opinion. The members of the Editorial Board should not use any unpublished data disclosed in the submitted manuscript in their investigations without the author’s written permission. Any information or ideas obtained privately is confidential and should not be used for personal advantage.
When receiving an appeal from an author, Editor-in-Chief thoroughly considers it and, following the author’s request, publishes the appeal letter for public discussion. The comments on the published appeal are published in further journal issues.
Responsibilities of reviewers
Reviewing as an important component of scientific communication underlies the scientific method. A competent and well-grounded review helps the Editor to make a final decision concerning publication of a manuscript, as well as it enables the author(s) to improve their work. Reviewers should strictly follow ethics concerning the process of reviewing. Where a reviewer acknowledges that he/she lacks competence in the subject area or is not able to complete the review in a timely fashion, she/he should promptly inform the Editor, and withdraw from the process of reviewing.
Manuscripts received for review should be treated as confidential documents, and should not be shown to or discussed with others except as authorized by the author(s). A reviewer should not use the submitted material in his/her investigations without the author’s written permission.
When receiving a manuscript for review, a reviewer should be ready to deal with potential ethical issues. Where a reviewer reveals a match or plagiarism, he/she should promptly notify the Editor and justify her/his conclusions with the corresponding references. Reviewers should follow the rules of objective consideration and exclude any conflict of interest. A review should be objective and grounded. A reviewer should exclude any personal preconception when reviewing the article.
Responsibilities of authors
The prime responsibility of an author is to present credible factual material and objective discussion of its scientific and practical value. An article should contain sufficient detail and scientific and/or experimental references to permit other researchers to replicate the work and use the results. The fabrication of results and the making of fraudulent or knowingly inaccurate statements constitute unethical conduct and are unacceptable.
A manuscript should clearly state the research area, object, subject matter, aims, tasks, and methods. The authors should provide access to the data when conducting research. To keep the objectivity of the review and/or in compliance with the open access requirements of the journal, the author(s) should be ready to present the source information confirming their work. The authors should be ready to store the relevant data during a reasonable period (one to two years) after publication.
By submitting a manuscript to the journal, the author(s) warrant that the manuscript is their own, original work. They also warrant that the information, scientific ideas or research results that are not their own, have been attributed through exact and correct citations and are authorized as appropriate. The author(s) should properly acknowledge the predecessors' contribution so that their work is considered in a wider scientific context.
Any relevant information obtained privately, e.g. in a conversation or discussion with a third party, should not be used or communicated unless there is a written permission of the source. Plagiarism can occur in different forms: from presenting an article by another author as one’s own to copying the paper and paraphrasing its essential fragments with the purpose to claim the research results. Plagiarism in any form constitutes unethical conduct and is unacceptable.
Multiple, redundant or parallel publication of identical materials and ideas is unacceptable. An author should not submit manuscripts describing essentially the same research for more than one publication. Submitting the same manuscript to a few journals constitutes unethical publishing behavior and is unacceptable. An author should not submit a manuscript published previously, except when the paper mentions a previously published report abstract.
Only those individuals who have made a substantive contribution to the conception, design or interpretation of the research data communicated in the article, should be listed as authors; those whose contributions are indirect e.g., translators and proofreaders, should be named in the Acknowledgments section.
Before publication, the corresponding author should ensure that all the corrections are included in the paper and that all listed co-authors have seen and approved the final version of the article, and agreed to its publication. The authors are expected to have attentively read the “Guide for Authors” before approving of the final version of the article and the list of co-authors. If in the process of preparing the article, the corresponding author finds it necessary to make essential corrections in the text or the list of co-authors, he/she should get the agreement from the Editor and all co-authors. The co-authors bear equal responsibility for the article. Every co-author takes responsibility for the exactness and integrity of his/her contribution.
Authors should name all sources of financial support received when conducting the study or preparing the paper. This also applies to the role of the sponsor(s) (if any) in collecting, analyzing and interpreting the data, as well as in deciding on submitting the article for publication. The author’s responsibility at the initial stage of the article advance is to disclose the sources of potential conflicts, i.e. conflict of interest, employment, paid or charge-free consultations, any fee or honorarium received in the research process, patent applications, claims for intellectual property rights, as well as grants and other funding sources.
In case an author finds an essential mistake or inaccuracy in the manuscript when preparing it for publication, he/she should promptly notify the Editor and cooperate with Editor-in-Chief to correct the article or retract it as appropriate. In case Editor-in-Chief receives grounded information concerning a mistake in the paper, he/she is entitled to require that the author provide evidence to the contrary.
Image tampering is unacceptable. The author is responsible for keeping the image consistency; brightening, dimming, as well as moving, deleting or pasting any detail/feature are unacceptable. It is acceptable to correct the brightness, contrast or color balance of the image unless this distorts or eliminates any information present in the original image. Any other attempt to manipulate the image constitutes unethical conduct and is inconsistent with the journal policy. The author is obliged to follow the journal policy concerning graphic images presented in the “Guide for Authors”.
Appeals
Appeals concerning the quality of the published materials are submitted to the Editorial Board in a written form and should be addressed to Editor-in-Chief. The appeal should be well-reasoned and justified with the facts and references to published sources. The opponent should focus on the scientific content and/or the facts confirming unauthorized plagiarism of the ideas, information or research results. In case the appeal is connected with the opponent’s scientific opinion that is different from that of the author, the opponent should logically and consistently state her/his ideas or the conceptions existing in the relevant scientific area.
The opponent has the right to present her/his claims in a debatable article. In case the article meets the general requirements, Editor-in-Chief accepts it for publication in the Discussions section without further reviewing.
Editor-in-Chief is entitled to decide that the debatable article is published with the note “The Editor shares/ does not share the opponent’s opinion”.
